The Colonial Village Neighborhood Association


The neighborhood of Colonial Village was built during the 1940's and '50's. Encompassing approximately 620 acres of contiguous R-1 zoning, its 13 subdivisions contain almost 900 houses, each with an architecturally-distinct style. Over 99.5% of them are true, single-family residential homes under R-1 zoning and more than 75% of them are owner occupied.

In the summer of 2002, a small group of individuals, along with then District I City Council Member Joe Hultquist, began to explore a way to create a sense of community among the thirteen subdivisions and provide a means to address neighborhood concerns. The result was the formation of the Colonial Village Neighborhood Association (CVNA) on August 22, 2002.

CVNA is bounded by the west side of Chapman Highway between Firestation 13 and Meridian Baptist Church and by the east side of Martin Mill Pike and Neubert Springs Road, between Brown Road and W. Ford Valley Road. Any person 18 years of age or older, living in a single-family dwelling within these boundaries is eligible to join. Annual dues are $10 and include voting privileges.

Some of CVNA's major accomplishments include the reduction of the speed limit on Chapman Highway to 45 mph, implementing a traffic calming program within the neighborhood, adopting and supporting Mooreland Heights Elementary School, and erecting a welcome sign at the neighborhood's main entrance. Annual events sponsored by CVNA include litter pick-up, spring and fall neighborhood cookouts, collecting school supplies for Mooreland Heights Elementary School and participating in the school's beautification efforts. 


       THE COLONIAL VILLAGE NEIGHBORHOOD ASSOCIATION BY-LAWS


ARTICLE I NAME

The name of the organization will be The Colonial Village Neighborhood Association (The Association) or CVNA.

ARTICLE II BASIC POLICIES

A. The Association will be noncommercial, nonsectarian, and nonpartisan.  Any economic development activities of the Association in regard to  promoting neighborhood businesses or businesses owned by neighborhood  residents must have approval of the Executive  Board.

B. The name of The Association or the names of any members in their  official capacities will not be used in conjunction with a commercial  concern or with any partisan interest for any purpose not appropriately  related to promotion of the objectives of The Association.

C. The Association will not directly or indirectly participate in or  intervene in any way, including the publishing or distribution of  statements in any political campaign on behalf of or in opposition to  any candidate for Public Office.

ARTICLE III MEMBERSHIP

SECTION 1. ELIGIBILITY. The membership of The Association will  consist of any persons living in a single family dwelling within the  confines of the stated boundaries who are at least 18 years of age.The  Association is bounded by the west side of Chapman  Highway between Firestation 13 and Meridian Baptist Church and by the  east side of Martin Mill Pike and Neubert Springs Road, between Brown  Road and W. Ford Valley Road.

SECTION 2. MEMBERSHIP DUES. The annual dues for membership will  be set at $10.00 per member per year and are due by November 1st of each  year. Reminders for dues will be sent out in August.

SECTION 3. VOTING. There will be one vote per member whose dues  are current. A simple majority (one half plus one person) of those  members present will be required to carry any motion and vote.

SECTION 4. MEMBERSHIP LIST. The Treasurer of The Association will  keep an accurate list of the names of the members; including current  addresses, telephone numbers and email addresses.

SECTION 5. MEMBERSHIP MEETINGS. Meetings will be scheduled on a  monthly basis February through November on the second Thursday of the  month. Notice of the time and date will be given by one of the following  methods: 1) written flyers, 2) verbal communication,  3) email, 4) social media postings.

The board may also organize specially called meetings. The membership  must be given at least one week prior notice of the meeting.

ARTICLE IV ORGANIZATIONAL STRUCTURE.

A Board of Directors will govern the organization. Members of this Board  will be approved by the existing membership based on the 'Code of  Conduct' guidelines appended under Section 2 Duties. All active members  of the organization are eligible for membership  on The Association's Board. An active member will be defined as one  current in membership dues and fully and voluntarily responsible for at  least one duty necessary to the governance of the organization. A  volunteer appointed by the board will serve as web  master.

Section 1. DUTIES

Board members will be responsible for the following duties or recruit  volunteers within the membership who are willing to serve in the  assigned capacity.

A) Webmaster- Will be responsible for managing the CVNA listserve  and website. The listserv requires weekly monitoring to assess e-mails  that need authorization by the list moderator (Webmaster). The website  requires monthly maintenance and updating.

B) Treasurer-Will maintain a checking account in the name of The  Association and will be responsible for an accounting of all the funds.  The account will require the signature of two Executive Board Members.  Withdrawals from the account of fifty ($50)  dollars or more will be made only after the Board of Directors has  passed a motion. Regular annual expenses can be paid in agreement by the  Treasurer without Board approval, providing the Board of Directors are  notified of this expenditure at the next Board  meeting or by email. The Treasurer will give an oral report of the  funds at each meeting and provide a written quarterly report. The  Treasurer will keep an accurate roster of the names, telephone numbers  and email addresses of each member and attendee.

C) Communications-Will act on the Board's behalf as the contact  for the organization, disseminating and sharing information that comes  from a variety of media and governmental contacts and interactions as  well as being a spokesperson for the organization.  Communications will carry on correspondence including letters, thank  you notes and reminders of meetings to speakers, etc. This office will  also maintain The Association's social media pages, updating with  current or new information and removing outdated or  inappropriate content. Answering FB inquiries in conjunction with  consultation of the Board.

D) SKNBC representatives (2)-Will volunteer to serve as The  Association's representatives on the South Knoxville Neighborhood and  Business Coalition. These duties include: Communicating information to  and from SKNBC to The Association. Attend all SKNBC  meetings and participate as called upon to facilitate the SKNBC  organizational meetings. Participate as a recorder and facilitator of  SKNBC meetings on a rotating basis. Participate in voting on SKNBC  issues. Adhere to the SKNBC code of conduct as follows:  SKNBC speaks with one voice. No representative shall speak for SKNBC  without authorization from the organization. To encourage open  discussion, no confidential information discussed by SKNBC shall be  discussed with anyone outside the organization without authorization.  Confidential information is defined as any information a representative  is privy to solely by being a member of this group. To conduct oneself  with civility and mutual respect at all times.

E) Programming-Recommend programs of interest for the membership.  These programs may be entertaining as well as educational. Assist with  co-ordinating and contacting the speaker/ presenter.

F) Outreach-Meeting and talking with new neighbors. 

CODE OF CONDUCT

Board members and CVNA representatives are to promote mutual respect,  civility, and exhibit orderly conduct in their exchanges within The  Association, the neighborhood, the community and in any posts on  community-related social media.

Board and CVNA representatives should conduct themselves in a manner  that avoids conflict and builds consensus rather than division in such  exchanges whether they be in meetings, special events, or  community-related social media.

While it is not the intent of the Board to deprive any person of his or  her right to freedom of expression, The Association must ensure that  individuals serving on its behalf represent the organization in a  respectable and civil manner.

EXPECTATIONS:

Board members and CVNA representatives shall:

1. Exhibit courtesy and respect at all times in public exchanges.

2. Take responsibility for one's actions.

3. Be cooperative, to the greatest extent possible, toward one another  and in solving problems based on what is in the best interest of the  neighborhood and The Association.

4. Refrain from behavior that bullies, judges, berates, threatens,  demeans, marginalizes. or attempts to physically harm someone;  intentionally causes damage; employs loud or offensive language,  gestures, or profanity; or inappropriately shows a display of  temper in public or on social media.

Violation of these expectations may result in removal from the Board or  service as a CVNA representative by consultation and vote of the Board.

SECTION 2. COMMITTEES.

The needs of the Colonial Village neighborhood will guide the creation  and dissolution of committees by the Board of Directors. The Board may  designate one or more committees consisting of a team leader and  describe the duties and authority of each committee.  All committees will report their activities and recommendations to The  Association at their monthly meeting or upon request.

SECTION 3. RECORDS.

All records of the organization, including financial records and  minutes, will be maintained by members of the Board of Directors.  Financial records will be made available to members upon request and an  Annual Financial Report will be made at the February monthly  meeting each year.

ARTICLE V BY-LAW AMENDMENTS

Amendments to the by-laws may be made in the following manner:

A. The Association's Board will adopt a resolution setting forth the  proposed amendment and direct that it be submitted to a vote at a  meeting of the members of The Association, which maybe a regular or  special meeting.

B. The by-laws may be amended at any monthly meeting by a majority vote  of those members present, provided a notice of amendment has been given  at a previous meeting.

ARTICLE VI: CESSATION OF THE ORGANIZATION

A. If this organization ceases to exist, all monies and possessions of  the organization will be returned to their original source, if feasible.  Remaining funds, if any, shall be donated to Mooreland Heights  Elementary School.

B. If this organization ceases to exist, all interested parties,  including but not limited to funder(s), fiscal agent(s), and any other  organization(s) of which this organization is a member, will be notified  in writing.

C. If this organization ceases to exist, all records and minutes shall  be donated to the McClung Historical Collection of the Knox County  Public Library.
